Box 6012 <br /> San Ramon, California 94583-2324 <br /> Subject: Site Investigation Work Plan <br /> Mountain House Development, Mountain House Site #6 <br /> Mountain House, California <br /> Dear Mr. Mansholt: <br /> At the request of Chevron Environmental Management Company (CEMC), Science Applications <br /> International Corporation (SAIC) has prepared this work plan to delineate the lateral and vertical extent of <br /> petroleum-affected soil and groundwater adjacent to Byron Road at Mountain House Site#6, located <br /> within the Mountain House Development, Mountain House, California. This work plan is being prepared <br /> in accordance with the Technical Approach to Site Evaluation and Decision Making(CTA)(Geomatrix <br /> f Consultants, Inc. [Geomatrix] 2005). A site vicinity map is attached as Figure I and a proposed boringA <br /> location map is attached as Figure 2. <br /> j BACKGROUND <br /> SITE DESCRIPTION <br /> The Mountain House Development is located in an agricultural area northwest of the City of Tracy in San <br /> Joaquin County, California(Figure 1). Locally, the Mountain House study area is situated at elevations <br /> ranging from approximately 40 to 50 feet above mean sea level (MSL) in relatively flat-laying areas. It is <br /> associated with the former Standard Oil of California(Standard) Wait-Mendota-Richmond Pipeline and <br /> Tidewater Associated Oil Company (TAOC) Pipeline(collectively referred hereinafter as OVP). <br /> From the early 1900s to the 1960s the OVP was operated by Standard, predecessor of ChevronTexaco,to <br /> transport San Joaquin Valley crude oil and Bunker C locomotive fuel from Bakersfield to Standard's <br /> refinery in Richmond, California. The TAOC pipeline system was constructed in 1907 and operated until <br /> the 1970s,and carried heated crude oil and Bunker C fuel. <br /> In 2001, Condor Earth Technologies, Inc. (Condor) conducted an extensive environmental investigation <br /> approximately 14,000 feet in length, adjacent to Byron Road along the former OVP right of way (ROW). <br /> Condor's investigation identified six sites where residual petroleum had affected soil and groundwater, <br /> requiring further investigation. Mountain House Site#6 was identified as one of six sites needing further <br /> investigation; it is located approximately 700 feet northwest of the intersection of Byron Road and <br /> Wicklund Road, northwest of the City of Tracy.
