kTJ KLEINFELDER
An employee owned company
File No. 51726
April 27, 2005
Ms. Margaret Lagorio, R.E.H.S.
San Joaquin County Health Department
304 E. Weber Street, 3rd Floor
Stockton, California 95202-2708
Subject: Status Summary
Redwood Tank Excavation
SJRTD Site "O"
Northeast Corner of California and Channel Streets
Stockton, California
Dear Ms. Lagorio:
The San Joaquin Regional Transit District (SJRTD) has performed over-excavation activities
beneath and near a former redwood storage tank. Based on analytical results and verbal
comments from the analytical laboratory director, the tank apparently contained a heavy
asphaltic oil. No volatile organic compounds or oxygenates (EPA Method 8260) were detected.
Total petroleum hydrocarbons as referenced to diesel and motor oil and PCBs were also not
detected in the soil within the excavation area at depths ranging from 2 to 15 feet below
groundsurface (bgs). Based on field observations, it appears the diameter of the tank was
approximately 18 feet and was constructed of redwood. Large metal bands and redwood planks
were uncovered about 3 feet below ground surface (bgs). The structural portion of the tank itself
had apparently been removed.
Approximately 750 to 800 cubic yards of a heavy extractable hydrocarbon impacted soil has
been excavated and stockpiled on visqueen at the site. The soil is scheduled to be removed as
soon as April 27, 2005 to Forward Landfill in Stockton, California.
Confirmation soil sampling results have been reported and some are still pending for the last day
of excavation activities conducted on April 21, 2004. This information will be forwarded to you
in report format. In summary, based on confirmation soil sampling conducted on April 19, 2005
total recoverable extractable hydrocarbons (TRPH) is expected along the sidewalls and bottom of
the excavation at concentrations ranging from 450 to 2200 parts per million (ppm). Additional
excavation activities were conducted on April 21St at the bottom and one sidewall where the
confirmation sampling results were reported at 2,000 to 2,200 ppm. The highest TRPH
concentrations (2,000 to 2200 ppm) are expected to decrease based on additional excavation in
that area on April 21St. These confirmation sampling results however are still pending. The total
depth of the excavation was approximately 20 feet bgs on April 21, 2005.
51726/ST05L156/DH:ly Page-I of 3
2005,Kleinfelder,Inc.
