CALIFORNIA <br /> AND E. CHANNEL STREETS <br /> ' STOCKTON, CALIFORNIA <br /> INTRODUCTION <br /> ' Kleinfelder is pleased to present this workplan to The San Joaquin Regional Transit District. <br /> This workplan was developed after correspondence with Mr. Wendell Krell, using Kleinfelder's <br /> ' current understanding of the site conditions, and is a preliminary understanding of the SJRTD <br /> desires. <br /> ' Kleinfelder is committed to providing quality service to its clients, commensurate with their <br /> wants, needs and desired level of risk. If a portion of this workplan does not meet the needs of <br /> the client, or if those needs have changed, Kleinfelder will consider appropriate modifications, <br /> ' subject to the standards of care to which we adhere as professionals. Modifications such as <br /> changes in scope, methodology, scheduling, and contract terms may result in changes to the risks <br /> assumed by the client as well as adjustments to our fees. We look forward to the opportunity to <br /> serve you. <br /> BACKGROUND <br /> On February 24, 2005 construction workers encountered an in-ground circular wooden structure <br /> and discolored soil during grading activities at the subject site (Plate 1). Kleinfelder was <br /> requested by SJRTD to visit the site to observe this area. Mr. Joe Zilles, Staff Geologist for <br /> Kleinfelder visited the site on February 25, 2005 and met Mr. Bob Kuhn of the SJRTD. <br /> ' According to SJRTD, Mr. John Jackson of the San Joaquin County Environmental Health <br /> Department (SJCEHD) also visited the site on February 25`h, prior to Kleinfelder's arrival. <br /> Kleinfelder observed what appeared to be the remnants of an in-ground redwood tank with a <br /> vertical orientation. This tank was located in the northeastern portion of the construction site. <br /> Approximately six inches of wood was protruding from the ground in an approximately eight- <br /> foot diameter circular pattern. The top of the wood was located approximately 4'/2 feet below <br /> site grade (bsg). The tank was filled with soil which in areas had a black discoloration with a <br /> strong petroleum-like odor. An approximately 18-inch rectangular pipe-like piece of metal was <br /> also noted in the vicinity of the wood. Dark stains and a strong odor were also noted in <br /> Iassociation with the metal piece. The discolored soil was covered with visqueen at the end of <br /> the meeting. <br /> On March 1, 2005, Kleinfelder Staff Geologist, Fran Bean, Mr. Wendell Krell of the SJRTD, Mr. <br /> Don Lawley of Don Lawley Construction (subcontractor for F&H Construction), and Mr. John <br /> Jackson of SJCEHD met at the SJRTD construction site.
