California Street SITE CODE: 0001687
Stockton, CA CONTRACTOR#: 39000
On December 3, 2004, an underground storage tank (UST)was removed at the above referenced
site. The San Joaquin County Environmental Health Department (EHD) inspector present during
the UST removal noted "dark staining" of the soil beneath the UST and laboratory analysis of the
soil samples collected beneath the UST confirmed that the soil was contaminated with petroleum
hydrocarbons. The attached "Notice of Responsibility" is official notification that your site has
been assigned to the San Joaquin County Environmental Health Department's Local Oversight
Program for oversight of assessment and clean up activities at contaminated underground
storage tank sites.
Our goal is to certify completion of corrective action at underground storage tank leakage sites
pursuant to California Code of Regulations, Division 3, Chapter 16, Article 11 (Corrective Action
Regulations). These regulations govern the investigation and mitigation activities at leaking
underground storage tank sites. The regulations can be accessed at the State Water Resources
Control Board web site at http://www.calregs.com/.
The California Regional Water Quality Control Board, Central Valley Region "Appendix A-
Reports Tri-Regional Board Staff Recommendations For Preliminary Investigation and Evaluation
of Underground Tank Sites" should be used as a guidance document. It can be accessed on their
web site at http://www.swrcb.ca.go /-rwqcb5/available documents/ug tanks/Tri-
Regionals Appendix A.pdf. All work and reports which require geological or engineering
evaluations must be performed under the direction of an appropriately California registered or
certified professional.
Submit a work plan to investigate the lateral and vertical extent of contamination from the leaking
UST at this site to EHD by February 1, 2005.
A Remedial Action Completion letter will be provided after EHD has determined that no
further site investigation or remedial action is required.
If you have any questions or there are any corrections in the responsible party information, contact
at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margaret Lag io, REHS
LOP/Site Mitigation Unit Supervisor
c: SWRCB, UST Section-Jenniffer Jorden
RWQCB, Central Valley Region-Jim Barton
