California Street SITE CODE: 1687 <br /> Stockton CA 95202 <br /> On December 3, 2004, an underground storage tank (UST)was removed at the above referenced <br /> site. Laboratory analysis of soil samples collected beneath the UST confirmed petroleum <br /> hydrocarbon contamination was present. In correspondence dated December 22, 2004 San <br /> Joaquin County Environmental Health Department (SJC/EHD) notified you that the site had been <br /> assigned to the SJC/EHD Local Oversight Program for oversight of assessment and clean up <br /> activities. You were directed to submit a work plan to investigate the lateral and vertical extent of <br /> the contamination from the leaking UST. The work plan was due February 1, 2005, but has not <br /> been received by this agency. <br /> In correspondences dated March 9, 2005 and August 31, 2005 you were again directed to submit a <br /> work plan to investigate the vertical and lateral extent of the contamination. The work plan <br /> submittal deadlines were respectively April 8, 2005 and September 14, 2005, but no work plan has <br /> been received by this agency. <br /> By email correspondence dated September 23, 2005, SJC/EHD was informed that the City of <br /> Stockton had no money in the budget to complete the required site investigation at the current time. <br /> In correspondence dated January 10, 2006 you were notified by San Joaquin County <br /> Environmental Health Department(SJC/EHD)that a work plan to begin the investigation of the <br /> above referenced contaminated underground storage tank (UST) site was due for submittal no later <br /> than October 27, 2006, and that money for it should be included in the 2006-2007 city budget. No <br /> work plan has been received by this agency. <br /> Please proceed with submittal of the requested work plan. The new deadline for submittal is <br /> July 30, 2007. If a work plan is not received this site will be referred to the Regional Water Quality <br /> Control Board, Central Valley Region for enforcement action.
