Messers Trorraner and Larson Page 2
Re: Annual Five-Year Review Various Sites 12 June 2009
Page 2 of 2
in a timely manner. By letter dated 31 March 2009, the END reduced the monitoring
requirements; a few wells left on a quarterly schedule will be reduced to semiannual in our next
letter. By letter dated 12 May 2009, Thrifty Oil Company advised the END that GWE was
activated 12 January 2009 and SVE was activated 17 February 2009; both systems are still
online.
2662 N. Wilson Way — Your draft letter recommends the EHID to direct the RP to begin active
remediation without delay to achieve WQOs in a timely manner. The RP is under directive to
implement active remediation, but as a suspended C class claimant, the RP claims financial
hardship is impeding remediation. By letter dated 23 April 2009, the EHID responded to a
request to delay implementation of the RAP until CUF reimbursements are reestablished; END
approved a delay of a few months, but not indefinitely. The EHID also directed completion of an
SVE pilot test by 07 August 2009.
2151 Country Club Boulevard — You recommend the END to direct the RP to conduct active
remediation without delay and that monitoring costs be further reduced, The END will review the
sampling/analytical requirements for the site, and the RP has been under directive to implement
active remediation. At this time the property has reportedly been sold at a tax auction and the
END has not had success contacting the RP. A Notice of Responsibility is in preparation for the
new property owner.
If you need more information to complete your review of these sites, contact caseworker Mike
Infurna, RENS, at (209)468-3454 or Nuel Henderson, Engineering Geologist, at (209)468-3436
or by mail (address on the I terhead).
Mike Infurna, RENS i Nuel C. Henderson, Jr., PG
Senior Register Environmental Health Specialist Engineering Geologist
C: Jim Barton, PG, CVRWQCB, 11020 Sun Center Dr. #200, Rancho Cordova, CA 95670
5-Year Review Comment Letter B 0609,doc
