California SL CUF#:8492
Stockton, CA 95203 APN: 14908501
On March 3, 2009' 8 meeting was held at the San Joaquin County Environmental Health
Department /EHD\ offices tOdiscuss the above subject site. In attendance atthe meeting were
Sharon (]|ivaRaz, responsible party, Michael Vlach, your consultant from Foothill Engineering,
and K4arganeiLagO[iO. Nuel Henderson and Michael |nfurnafrom the EHD.
By letter dated February 24, 2009, Foothill Engineering recommended that 0pe[3d0O of the

groundwater extraction (GVVE) remediation system be suspended and that the gn]VOdVV8ter
contaminant p|UDle be rnODi{oned by sampling monitoring vYe||s MW-8S and MW-8D during the
Second Quarter Of2OO9 and sampling of all the wells in the First Quarter Df2O1O. The letter
discussed that as there have been delays in reimbursement from the State Water Resources
Control Board (SVVRCB) Cleanup Fund (CUF), when the GVVE system was shut down VO
February 7, 2009' because the carbon filters were exhausted, the carbon filters would not be
replaced Un8| previous corrective action C0a(s have been reimbursed by the CUF. The letter
also requested that the EH[> provide written cUDCU[ReDoe with the suspension of the GVVE go
that the City of Stockton would suspend the discharge permit to the sanitary sewer.
At the nlGeUDg the EHD explained that they had discussed SUap8D6|OD of remediation systems
at other sites with the Central V8|/8y Regional Water (]Ua|i[y COOinJ/ £]Oa[d (CVRVV[)CB) and
the site conditions to cnDS|de[ prior to 3ppn]v8| of suspension of operation of FenlGd/abOD
system. {)fprimary concern is impact to sensitive [8CgptO[s. The other concern is that the
p|UDle of contaminated Vv8te[ is defined laterally and vertically in all zones so that the plume CaO
beproperly monitored for increases incontaminant concentrations and migration.
Fortunately, sensitive receptors have not been identified in the area of this site, but
UDh]rtUDaf8|y, the groundwater contaminant plume from your site has not been defined and
COOt3[DiD8Ot CUDCgDtn]ti0DS are high. The GVVE system was providing F8[nedi8dOn and
Alig[giiOn COOirOl for the gnJUDdvV8te[ contaminant plume UDd| further iOVeStigGhDO COU|d be
CondUc1ed. Now that the GVVEsystem has been shut down there iBOOhydrologic control of the
plume and effective monitoring Of p|UDl8 stability or rOiQ[81iOO C8O0Qt be performed since the
plume is undefined.
3OOCalif Meeting Req ioSuapCML 3-4-O8
