Environmental allm nt Donna Neran, RENS
'1868 East Flazelton AvenUe
Y Stockton, California 95205-6232 PROGRAM COORDINATORS Robert McClellon,RENS
-- — Jeff Carruesco, RENS, RDI
. u i VIAbbsile www.sjgov.org/hd ttasey Foley,RENS
C i r Linda Turkatte,RENS
Phone: { 00} 468-3420
Fax: (209) 464-0138
June 5, 2012
Mr. Michael D. & Ms. Sharon Olivarez
540 Scotts Ave.
Stockton, CA 95203
Subject: Skips Service Station (former) RO#:0504
300 S. California St. CUF#:3492
Stockton, CA 95203 APN: 14909501
The San Joaquin County Environmental Health Department (END) has received and reviewed
First Quarter 2012 !Monitoring Report (1St MR2012) and Second QTR 2011 Remediation Status
Report (RSR), both prepared by your consultant Foothill Engineering (FE) on your behalf. in 1"
MR2012, FE recommended that the END consider the site for closure under the recently adopted
Low-Threat Site Closure Policy.
The EHD has reviewed the site data and does not consider your site to be a candidate for closure
under the Love-Threat Site Closure Policy. Contaminant concentrations in the vicinity of extraction
well EW-1, the most impacted well, were 120,000 micrograms per liter (pg/L) total petroleum
hydrocarbons quantified as gasoline (TPHg), and 16,000 pg1L benzene to cite a few of the
chemicals of concern. These concentrations and the estimated mass of residual contaminants
(779 kilograms TPHg) are very high. The plume of dissolved contaminants, including benzene,
extends off-site impacting other parcels. Operation of the remediation system was suspended two
years ago due to contaminant breakthrough in the treatment system, consisting of two canisters of
granular activated carbon (GAC), and due to delayed reimbursement payments from the California
State Water Resources Control Board (SWRCB), and was not a result of achieving asymptotic
conditions. The EHD does not consider the secondary source of contaminants to have been
remediated to the extent practicable, and therefore denies your request for closure under the Low-
Threat Site Closure Policy.
This decision is subject to appeal to the State Water Resources Control Board (State Water
Board), pursuant to H&SC Section 25296.40 (a) (1), (Thompson-Richter Underground Storage
Tank Reform Act -- Senate Bill 562). Please contact the State Water Board Underground Storage
Tank Program at (916) 341-5752 or visit the State Water Board internet website at
ht :llinrww.waterboards.ca.govlusticleanuoletitions.htmi for information regarding the appeals
process.
In RSH FE proposed improving the extracted groundwater treatment system by adding a
bioreactor to address Cert-butyl alcohol (TBA) that may be released from the canisters of GAC by
displacement by other hydrocarbons, and thereby avoid violating the stringent requirements of the
City of Stockton for discharging treated groundwater. As considerable expense has been incurred
Closure Request Response and Directive Letter 0612
