California St. CUF#:8492 <br /> Stockton, CA 95203 APN: 14909501 <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> First Quarter 2012 Monitoring Report (1't MR2012) and Second QTR 2011 Remediation Status <br /> Report (RSR), both prepared by your consultant Foothill Engineering (FE) on your behalf. In 'I't <br /> MR2012, FE recommended that the EHD consider the site for closure under the recently adopted <br /> Low-Threat Site Closure Policy. <br /> The EHD has reviewed the site data and does not consider your site to be a candidate for closure <br /> under the Low-Threat Site Closure Policy. Contaminant concentrations in the vicinity of extraction <br /> well EW-1, the most impacted well, were 120,000 micrograms per liter (pg/L) total petroleum <br /> hydrocarbons quantified as gasoline (TPHg), and 16,000 pg/L benzene to cite a few of the <br /> chemicals of concern. These concentrations and the estimated mass of residual contaminants <br /> (779 kilograms TPHg) are very high. The plume of dissolved contaminants, including benzene, <br /> extends off-site impacting other parcels. Operation of the remediation system was suspended two <br /> years ago due to contaminant breakthrough in the treatment system, consisting of two canisters of <br /> granular activated carbon (GAC), and due to delayed reimbursement payments from the California <br /> State Water Resources Control Board (SWRCB), and was not a result of achieving asymptotic <br /> conditions. The EHD does not consider the secondary source of contaminants to have been <br /> remediated to the extent practicable, and therefore denies your request for closure under the Low- <br /> Threat Site Closure Policy. <br /> This decision is subject to appeal to the State Water Resources Control Board (State Water <br /> Board), pursuant to H&SC Section 25296.40 (a) (1), (Thompson-Richter Underground Storage <br /> Tank Reform Act — Senate Bill 562).
