California St. CUF#:8492 <br /> Stockton, CA 95203 APN: 14909501 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed First Quarter <br /> 2011 Monitoring Report (QMR) dated March 10, 2011. The QMR covers the monitoring well <br /> groundwater sampling event conducted on March 2, 2011. <br /> The conclusion in the QMR stated that the groundwater plume is still undefined to the east. It <br /> was recommended in the QMR that the remedial action at the site, groundwater <br /> extraction/pump and treat (GWE), continue to be suspended so that the limited finances could <br /> be used to define the groundwater plume to the satisfaction of the EHD. <br /> The EHD has evaluated the groundwater data from the most recently installed, downgradient <br /> monitoring wells, MW-10 and MW-11. As MW-10 provides groundwater samples with slightly <br /> elevated concentrations of total petroleum hydrocarbons as gasoline (TPHg), the EHD has <br /> concluded that the concentrations detected support an interpretation that the 'zero-line' for <br /> TPHg is reasonably close to this area and no additional delineation is required at this time. <br /> In previous conversations your consultant, Foothill Engineering, indicated that installing <br /> monitoring wells MW-10 and MW-11 and continuing to operate the GWE system was beyond <br /> your financial capacity. The EHD therefore approved your request to temporarily discontinue <br /> the remediation process until after the wells were installed. <br /> Monitoring wells MW-10 and MW-11 were installed in July 2010 and the remediation system <br /> has been offline since February 2009, MW-10 and MW-11 were sampled in July 2010, October <br /> 2010, and March 2011, and the EHD has concluded that the groundwater plume is not reducing <br /> in concentration and that the on-site secondary source of petroleum (impacted soil) is <br /> continuing to impact the groundwater which then migrates off-site; remediation is therefore <br /> appropriate. The EHD denies your request to keep the remediation system offline. You are <br /> hereby directed to restart the remediation system and 61ace it"back into full operation <br /> immediately. <br /> Please provide quarterly remediation status reports to Geotracker within 15 days of each <br /> quarter's end, with the first due July 15, 2011. <br />
