From: gary tofanelli <gtofa@yahoo.com>
Sent: Wednesday, March 13, 2019 1:03 PM
To: Robert Lopez [EH]
Subject: Re: PR0512580; Port City Steel Submittal Review
Attachments: img20190313_12575686.pdf
Robert
I have tried several times to contact you to no avail. I have a question on what
reasons you are rejecting the map I submitted.
Also your email states to not upload the training documentation to the CERS site so
I
will attach it to this email since you have not indicated where to send them.
Gary Tofanelli
Port City Steel
ph. 209 948 2042
fax 209 948 2070
On Monday, March 11, 2019 3:36 PM, Robert Lopez [EH] <rlopez@sjcehd.com> wrote:
Mr. Tofanelli,
I have reviewed the submittals and have found the following issues:
* Violation #5, Inventory not complete (see attached) .
- Carbon dioxide — the size of the largest container is wrongly reported as
50
c.f. vs. 437 c.f. (50 pounds) and the maximum daily amount is wrongly reported
as 200 c.f. vs. 1,311 c.f. (150 pounds) .
- Acetylene — the size of the largest container is wrongly reported as 110
VS.
209 c.f. and the maximum daily amount is wrongly reported at 550 c.f. vs. 712 c.f.
- Oxygen - the size of the largest container is wrongly reported as 92 vs.
278
c.f. and the maximum daily amount is wrongly reported at 368 c.f. vs. 503 c.f.
- The federal hazard categories for the carbon dioxide, acetylene, and oxygen
have not been identified.
* Violation #6, the site map is not complete.
The site map address storm and sewer drains. A site map shall contain a north
orientation, loading areas, internal roads, adjacent streets, storm and sewer
drains, access and exit points, emergency shutoffs, evacuation staging areas,
hazardous material handling and storage areas, and emergency response
equipment. If a site map element is not applicable for your facility then list it
on the map and label as "NA".
