A quarterly ground water monitoring event was not performed at the site due
to the current status the State of California Underground Storage Tank Cleanup Fund (USTCF),
which funds the site ' s environmental cleanup.
As the EHD maybe aware, the USTCF has notified all claimants payment ofreimbursementrequests
are delayed beyond "historical time periods". Reimbursement requests for Mr. Stallworth for over
$35,000 were submitted to the USTCF in December 2008 and March 2009. It is unlikely Mr.
Stallworth will receive the bulk of the reimbursement monies for up to 18 months.
Mr. Stallworth does not have the financial capabilities to continue quarterly ground water monitoring
activities at the site until Mr. Stallworth can receive reimbursement from the USTCF. Therefore, on
behalf of Mr. Stallworth, AGE is requesting an extension of ground water monitoring (wells MW- 1A
through MW- 11 ) activities at the site until the fourth quarter 2009 or a reduced schedule which
includes monitoring of ground water well network without extensive sampling.
Additionally, AGE is requesting extension of deadlines for EHD-directives until USTCF funds are
available (until the fourth quarter 2009) for the following: 1 ) install and operate a soil vapor
extraction system (est. cost of system $50,000 ; installation of gas, electric, trenching $35,000;
monthly PG&E fees $3,500; and monthly observation and maintenance of the system $2,000), and
2) off-site borings and monitoring well installation (est. cost $20,000).
Mr. Stallworth and AGE will continue to explore other financing options to augment the USTCF.
Sra +- Ituad .
