AGE concluded in the Report that the results of the pilot test indicated that soil
vapor extraction (SVE) would be an effective remedial alternative for the soil
contamination existing at your site . They did not, however, recommend using SVE .
Instead , they proposed conducting a dual phase extraction (DPE) pilot test. The EHD
requested that AGE provide a technical justification for performing a DPE test, but has not
yet received this information .
High concentrations of petroleum hydrocarbon contamination have been reported in
vadose zone soil samples collected near the former underground storage tank pit area,
including those samples collected during the SVE well installations . This contamination in
the soil contributes to continuing degradation of the groundwater as it leaches from the
soil to the water. The State Water Resources Control Board Cleanup Fund has recently
conducted a five year review of this site and has recommended that active remediation
begin without delay. As a technical justification and cost effectiveness evaluation for DPE
has not been submitted , the EHD directs initiation of interim remediation of the source
area soil contamination by SVE . Please proceed with submittal of a Work Plan for
installation of an SVE system to begin remediation of the onsite vadose zone soil
contamination . The Work Plan is due no later than July 23 , 2008 .
If you have any questions or comments please call Lori Duncan at 468-0337.
Sincerely
Lori Duncan , REHS Nuel C.
