Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> I <br /> Subject: June 2010 Draft Five-Year Review Recommendations, Caseworker Mike <br /> Infurna's Sites <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> draft annual review five-year update letters from Kirk Larson of the State Water Quality Control <br /> Board (SWQCB) Cleanup Fund (CUF) for various sites referenced below and comments as <br /> follows, <br /> 14749 Thornton Road, Lodi, CA; Claim Number129 2: The CUF noted that over one million <br /> dollars had been reimbursed on the site and that no active remediation had been implemented, <br /> and that five dozen monitoring locations were regularly monitored, creating much unnecessary <br /> data. The CUF recommended that the EHD require the responsible party (RP) to implement <br /> active remediation without delay The EHD agrees that active remediation is needed for the site <br /> and notes that soil vapor extraction (SVE) was implem Dnted on the site in December 2009 and <br /> insitu air sparging (IAS) is expected to be activated in my 2010. Also, by letter dated 31 March <br /> 2009, the EHD had directed semi-annual monitoring fo 7 wells, annual monitoring for 19 wells, <br /> and suspended monitoring of 35 wells. <br /> 1211 Turnpike Road, Stockton, CA; Claim Number 8753. The CUF recommended that the <br /> EHD consider this site for closure. A No Further Action Required request report has been <br /> recently received by the EHD for the site and the EHD will be considering the site for closure. ! <br /> 300 S. California Street, Stockton, CA; Claim Number 8492: The CUF recommended that the <br /> EHD require the RP to assess and implement a i alternative groundwater remediation <br /> technology to achieve water quality objectives (WQ0s more rapidly Groundwater remediation <br /> on the site has not been active for some time as the RP claims that limited funds precludes <br /> replacing the granulated activated charcoal while contir uing monitoring and lateral assessment. <br /> Two additional down-gradient monitoring wells were installed this month. The EHD agrees with <br /> the CUF recommendation and will direct the groundwa er remediation system to be reactivated 3 <br /> and other groundwater remediation technologies to be E valuated. <br /> 2315 N.
