FOOTHILL
ENGINEERING
8442 STORY RIDGE WAY,ANTELOPE,CA 95843 r'lu
PH:(916)729-5184 FAX:{916)729-0593
Mr. Michael Infurna
San Joaquin County Public Health Services
600 East Main Street December 4, 2009
Stockton, CA 95202
Subject: Mrs. Helen Higgins /Vogue Cleaners
2315 N California Street
Stockton, CA Site code: 231032
Global ID T0607700741
Dear Mr. Infurna:
Please find below the Environmental Screening Level assessment from the ESL Surfer
produced by the Regional Water Quality Control Boa d, San Francisco. Please attach this data
to the Request for No Further Action of 9122109.
RESIDUAL SOIL CONTAMINATION ASSESMENT
CHEMICALS OF CONCERN
The chemicals of concern are the chemicals in soil at the bottom of the tanks. This is the source
of contamination and has the highest concentrations and shallowest depths. Tank 42, the leaded
gasoline tank with soil samples taken with MW-1 at 10' depth are the highest concentrations
and shallowest depths. The chemicals of concern are Benzene(1.84mg/Kg), i
Toluene(261mg/Kg), Ethylbenzene(22.8mg/Kg), Total. Xylenes(1,540mg/Kg), Total Petroleum
Hydrocarbons as gasoline (TPHg. 12,300mg/Kg), and Stoddard Solvent(TPHg Middle
Distillates 17,000mg/Kg). In addition there is Ethylb nzene(32.5mg/Kg) at 42' depth, and 1,2-
Dicloroethane(0.0009mg/Kg) at 50' depth below group d surface.
i
The only data entered in the ESL Surfer for evaluations was soil concentrations. There has been
extensive groundwater monitoring for this site. Groundwater data was not entered because it is
known that the residual contamination exceeds drinking water limits of the Basin Plan. The
limit of the plume is known and sensitive groundwater receptors are not threatened. It has been
demonstrated that the concentrations of chemicals are naturally attenuating, as would be I
expected since the source has been removed.
METHOD OF RISK ASSESMENT
Environmental Screening Level (ESL) Surfer was used to evaluate the risk to humans from
contaminated soil. The ESL Surfer is an Excel Spreadsheet ran with macros to compare, sort
