California St. .. . RO#: 607
Stockton, CA. 95204 SWRCB-CUF#:. 011775
On April 13,. 2006. San Joaquin. County. Environmental. Health Department
(SJCEHD) met with you. and your consultant, Foothill Engineering, to. discuss the
above referenced. site.
SJCEHD was concerned. with. migration. of co taminants from the release. from
the two underground. storage tanks (UST) formerly located onsite. . A recent
investigation revealed. that the chemicals associated with the former USTs.
appear to have. migrated northeastward and astward across California Street
and southeastward towards Pine. Street. Based on the ground water data that
has been. collected from the monitoring wells associated with this. site, SJCEHD.
has concluded that the ground water plume has not been delineated. in these
directions and. cannot approve. your request for No Further Action.
After discussing site conditions and investigat ve options, it was agreed that an
additional.ground.water investigation would be conducted.
Currently, two subsurface zones are. under investigation at this site. The shallow
zone is represented by "S" zone. monitoring wells and the deeper zone. is.
represented by "D" zone monitoring wells. This next phase. of investigation.
would investigate the next deeper water bearin 3, or"third zone".
i This next phase of investigation will utilize a phased, two-step approach.. During
} the first phase,. three. (3) CPT borings will be advanced to collect soil and ground
water data to. the third zone. After the CFIT data has been collected and
analyzed,. please have the report of findings s bmitted to SJCEHD. in the format
of an updated site conceptual model (SCM). SJCEHD will evaluate the SCM
and comment/modify the requirements of the second phase. Installation of the
monitoring wells. in areas and depths where contaminants have been detected
will.then be. implemented to provide repeatable ground water sampling events. If
the data indicates chemicals released by the U Ts have impacted the third zone,.
an investigation to the fourth zone may be required to verify the vertical extent of
the contaminant migration.
