The purchase also <br /> included the land. On June 6, 1996 two under ground storage tanks were removed by Thorpe Oil <br /> from the Vogue Cleaner's property at 2315 North California Street in Stockton, CA. Tank 91 a <br /> stoddard solvent tank for dry cleaning solution, and,rank #2 a gasoline tank for delivery trucks. <br /> Both tanks were registered as underground storage tanks. Tank 41 being ID#1032-01 and Tank <br /> #2 being ID#1032-02. Soil samples from under botli tanks indicated leaks and the subsequent <br /> investigation and monitoring continues today. <br /> The San Joaquin County Public Health Services, En ironmental Heath Division(SJCHSEHD) <br /> has required monitoring for TPHg, Stoddard Solvent, BTEX, Chlorinated Hydrocarbons, and fuel <br /> f additives/oxygenates. <br /> Norman Higgins has since passed away.leaving Hel n Higgins as the responsible party. <br /> The Fund issued a letter'of commitment and had been making full reimbursements, until October <br /> of 2004 when the Fund unilaterally decided portions of the work where ineligible for <br /> reimbursement. Foothill Engineering appealed this decision to the Fund Manager (Ron Duff) on <br /> behalf of the Responsible Party (Helen Higgins). The Fund also recommended closure of this <br /> site. Foothill Engineering submitted a Site Conceptual Model to the SJCHSEHD and requested <br /> 1 <br />
