Box 388 <br /> Stockton, CA 95201 <br /> Subject: Phase 1 Site Investigation,Vogue Clem ers/Norman Higgins <br /> 2315 N California Street ' <br /> Stockton, CA Site code:231032 <br /> Dear Ms. Turkatte; <br /> In answer to the PHS/EHD letter of June 21, 1996 Mr.Higgins has appointed Foothill Engineering <br /> to conduct a site investigation of the above stated property to determine the extent of the <br /> contamination plume. The following is a work plan designed to determine the vertical limits of the <br /> contamination under both Tank#I and Tank#2. <br /> WORK PLAN <br /> SITE HISTORY <br /> The site has a long history of use as a cleaning establishment and continues to have the same use <br /> presently. On June 6, 1996 Thorpe Oil removed two empty underground storage tanks from the <br /> property under a permit from the PHS/EHD. Soil samples from the tank excavation were obtained <br /> using standard methods and locations.The sample frogfhydrocarbon <br /> nder Tank#I was taken at a depth of+/- <br /> eight feet. The sample from Tank#2 was taken at a d of+/-nine feet. Both these samples and <br /> samples from the excavation spoil showed evidence contamination(See map and <br /> analysis enclosed).All ofthe above samples were analby GeoAnalytical Laboratories,Inc.The <br /> location of Tank#1 is between two structures and 25' the closest access point.Tank#2 can be <br /> accessed by vertical drilling equipment. <br /> SCOPE OF WORK <br /> 1 Tank#1 <br /> The location of Tank#I is impossible to reach with st andard vertical drilling equipment. The only <br /> way economically to sample this location is with the t bore method. The original sample from <br /> this location was taken at 8 feet. The first sample fo this work plan will be taken 15' below the <br /> surface(See enclosed drawing). If the 15'sample shc ws signs of contamination,a slant bore will <br /> be made to take a sample at 25' feet below the surface. Additional samples will be taken at 10' i <br /> intervals if the samples suggest contamination. <br /> 2.Tank#2 <br /> Tank#2 can be drilled using the standard vertical drill hole method. One drill hole is proposed with <br /> soil sampling done on a five-foot intervals to the undwater table. If conditions warrant, a <br /> monitoring well will be installed and the ground tested. <br />
