The response has been prepared on behalf of Atlantic Richfield Company (ARCO--a <br /> BP affiliated company) for the site referenced above. The paragraphs below address the SJCEHD <br /> comments regarding the URS Workplan for Groundlvater Monitoring Well Installation and Interim <br /> Remediation Workplan, dated February 13, 2004 and January 7, 2004, respectively. A site location map <br /> is provided as Figure 1 and a proposed well locations map is provided as Figure 2. <br /> County Comment #1: URS must obtain permits for installation of the SVE/AS system from San <br /> Joaquin Valley Unified Air Pollution Control District and San Joaquin County Environmental Health <br /> i <br /> Department (EHD), but not the City of Stockton. <br /> URS Response: URS applied for the necessary permit(s) (Authority to Construct) from the San Joaquin <br /> Valley Unified Air Pollution Control District (SJVUAPCD) on February 11, 2004. SJVUAPCD permit <br /> approval (Authority to Construct) is pending. URS will obtain necessary inspection(s) after <br /> construction of the remediation system is complete and will not operate the remediation system until an <br /> Authority to Operate permit is obtained from SJVUAPCD. Building Permits have been obtained from <br /> the City of Stockton. URS is unaware of any required SVElair sparging system installation permits for <br /> the EHD. It is our understanding that only permits for well installation are required from EHD. <br /> Please be advised that system construction has begun. The concrete pad for the equipment was placed <br /> last week and trenching for the system piping began this week. <br /> County Comment#2: A copy of the Health and Safety Plan must be submitted to EHD for review prior <br /> to initiation of any field work. <br /> URS Response: A copy of the URS project specific Health and Safety Plan is included in <br /> Attachment B.
