ARCO Service Station No. 2186 Page 3
3212 North California Street December 3,2008
Stockton,California 91570
Vapor wells VW-1B through VW-313 and VW-4 were not sampled during the second
quarter 2008 sampling event. These wells must be sampled quarterly. Also, the EHD is
not being notified of quarterly groundwater monitoring events. You must inform the
EHD at least seventy-two hours prior to the sampling event so an inspector can be
present.
The EHD has reviewed the data submitted in Quarterly Groundwater Monitoring and
Remediation Progress Report Second Quarter 2008, dated August 29, 2008. Although
depth-to-water measurements were not taken for vapor wells VW-1A and B, VW-2A and
B, and VW-3A and B, depth-to-water measurements for the remaining wells ranged from
approximately forty-one to forty-three-and-a-half feet bsg. This indicates that
groundwater is above the screened intervals for wells VW-113, VW-213, and VW-313,
making it impossible to perform the functions for which these wells were intended.
Continue to sample these wells quarterly but shut down the soil vapor extraction (SVE)
system since data show the SVE system has reached asymptotic recovery levels.
By letter dated August 22, 2008, the EHD first suggested implementing groundwater
batch extraction using replacement wells for MW-1 to remove additional petroleum
hydrocarbon mass from the groundwater. The EHD will not expect a response to this
recomincndation until after the new wells have been installed and data are made available
from the newly installed wells.
If you have any questions regarding this letter, please contact Vicki McCartney, Senior
Registered Environmental Health Specialist, at (209) 468-9852, or by email at
vinr-cartncy@sjcelid.com.
Sincerely,
0 .
Victoria L.
