Vail Ave.
Montebello, CA 90640
Subject: White Arrow
2402 S. California Street
Stockton, CA 95206
The San Joaquin County Environmental Health Department (EHD) has received and reviewed
Additional Assessment Workplan (AAWP), dated 08 October 2014, and Additional Assessment
Workplan Addendum (AAWPA), dated 05 November 2014, both prepared and submitted on your
behalf by Partner Engineering and Science, Inc. (Partner). The purpose of AAWP and AAAWPA is
to further characterize the occurrence of total petroleum hydrocarbons quantified as diesel (TPHd)
and as motor oil (TPHmo) in shallow soil to quantify the human health risk assessment posed by
the contaminants and evaluate the need for further corrective action.
In AAWP as modified by AAWPA, Partner proposes to advance six soil borings to a depth of 25 feet
below ground surface (bsg) utilizing direct push technology. Soil samples will be collected as
continuous cores in 4-foot acetate tubes in a 2.25-inch diameter MacroCore sampler. Soil selected
for laboratory analysis will be transferred to 4-ounce wide-mouth jars and into two sodium bisulfate-
preserved volatile organics analysis vials in accordance with Environmental Protection Agency
(EPA) Method 5035 as appropriate for the desired chemical analysis.
Up to 30 samples will be submitted for laboratory analysis for carbon chain total petroleum
hydrocarbons (TPH-cc) by EPA Method 8015; six samples will be analyzed for volatile organic
compounds by EPA Method 8260 and for California Administrative Manual (CAM) 17 metals by
EPH Methods 6010 or 7471; and two samples for polychlorinated biphenyls by EPA Method 8082.
The soil borings will be backfilled with neat cement and capped with concrete to match the existing
ground cover. A layer of soil should be emplaced between the cement and the concrete. The
proposed boring locations appear to be appropriate for the proposed investigation.
The EHD approves the scope of work proposed in AAWP as modified by AAWPA as appropriate for
the objectives of the investigation. A permit to advance the soil borings must be obtained from the
EHD (application and information available on the San Joaquin County Environmental Health
Department website at hftp://www.s'cehd.com/ . Permits are issued by Johnny Yoakum who can be
reached at (209) 468-0429 with questions. Notify the EHD at least five working days before field
work is scheduled to commence to arrange for grout inspections.
