California Street <br /> Stockton, CA 95206 <br /> The San Joaquin County Environmental Health Department (EHD) has received the approval of the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) and of the California Department <br /> of Toxic Substances Control (DTSC) to proceed with oversight of your proposed investigation and <br /> possible remediation of soil impacted by total petroleum hydrocarbons quantified as diesel (TPHd) <br /> and as motor oil (TPHmo). <br /> The EHD has reviewed the results of the Phase II investigation of a portion of the subject site where <br /> soil samples were collected from soil borings for laboratory analysis from depths as great as 15 feet <br /> below surface grade (bsg). Selected soil samples were analyzed for the CAM 17 metals, volatile <br /> organic compounds (VOCs), semi-volatile organic compounds (SVOCs), TPHd and TPHmo. The <br /> only chemicals of concern detected or present above background concentrations were TPHd and <br /> TPHmo at concentrations as high as 1,400 milligrams per kilogram (mg/kg) in soil samples <br /> collected at 10 feet bsg in the area identified as having been the location of a former'oil house'. <br /> The EHD discussed the investigation objectives with your consultant, Partners Engineering and <br /> Science, Inc. (Partners), on 20 August 2014 and understands the main objective is to reduce the <br /> environmental uncertainties associated with the known contaminants. The EHD and Partners <br /> agreed that this may best be achieved by defining the extent and mass of the contaminants in the <br /> area of concern and using the results to calculate a human health risk assessment associated with <br /> the contaminants; an environmental fate analysis may also be useful. In the event that remediation <br /> would be warranted, it can be addressed once the results of the investigation are known.
