The NOI <br /> proposes ozone injection into groundwater and, if necessary, introduction of mildly acidic amendments <br /> vinegar or citric acid into the injection points, to control biofouling. The NOI is incomplete for the <br /> following items: <br /> • The NOI states CEQA has been conducted by San Joaquin County Environmental Health <br /> Department. This is incorrect, as the NOI referenced a Notice of Responsibility, which is not a <br /> CEQA determination. A blank Initial Study and instructions were provided electronically to your <br /> consultant on 2 March 2010. The Initial Study for your project is necessary for comparison to the <br /> R5-2008-0149 Initial Study for CEQA, to determine whether this general order is appropriate. <br /> • The draft information (fact) sheet needs to include a due date (48 days after the mailing date) for <br /> submitting public participation comments to me, and <br /> • The list of interested parties needs to be expanded to include all owners, tenants, street addresses, <br /> and parcel numbers of properties located within 200' of the groundwater plume, which, as of <br /> September 2009, exists over 400' offsite under the residential neighborhood. <br /> When I have received the required information, I will contact you with further instructions.
