RO#:0138 <br /> Lathrop, CA. 95330 GT Global ID#: T0607700822 <br /> The San Joaquin County Environmental Health Department (SJCEHD) has <br /> reviewed Revised Corrective Action Plan (CAP) dated September 18, 2007 as <br /> submitted by Secor International Inc., and has the following comments. <br /> The revised CAP was submitted at the request of the SJCEHD to address <br /> additional remedial option evaluations that were not included in the original CAP. <br /> The concerns with in-situ air sparging have been adequately addressed and the <br /> SJCEHD considers the feasibility study submitted in the revised CAP to be <br /> complete and supported by the opinions submitted by Secor. <br /> The dual phase extraction (DPE) tests conducted on this site indicated that this <br /> remedial alternative could work on this site but were not as cost-effective as the <br /> options chosen by Secor, ozone injection and soil vapor extraction. <br /> The revised CAP is adequate and necessary and tentatively approved by <br /> the SJCEHD [H&S Code 25296.10(c)(3)]. <br /> Prior to receiving final approval for this corrective action, the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) must evaluate the proposal <br /> for ozone injection for Waste Discharge Requirements (WDR). Please contact <br /> Mr. James L. Barton at the CVRWQCB concerning the WDR evaluation. <br /> If the CVRWQCB approves ozone injection, then as required by the under <br /> ground storage tank (UST) regulations, the public will be notified of the CAP by <br /> the EHD. You will be required to submit an Executive Summary that will be used <br /> in the public notice. <br />
