RECEIVEDCardf. _ 1 1117 Lone Palm Avenue
ATC DEC 15 2014 Suite 201B
Shaping the Future Modesto, CA 95351
:[NVIRONMENTALHEALTH Phone +1209 579 2221
PERMIT/SERVICES
PUBLIC NOTICE
Fact Sheet
Pending Case Closure for Leaking Underground Storage Tank Site
Cardno ATC, on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites public comment
regarding consideration by the SJCEHD to grant regulatory closure for the leaking underground storage tank (LUST) case at
the subject site(Site)identified below:
SUBJECT SITE:
Site Name: Circle K Store No 1205 GeoTracker Global ID No. T0607700822
Site Address: 16470 Cambridge Drive,Lathrop,CA SJCEHD Site Code: 507198
-- ---PUBLIC COMMENT PERIOD: 40 Days—from (December 15, 2014)to{Februery 1-2,406)- -CASE SUMMARY:
The SJCEHD and the Central Valley Regional Water Quality Control Board (CVRWQCB), in cooperation with Amarjit Singh
Khinda(property owner), Phillips 66 Company(responsible party)and Cardno ATC (environmental consultant) have evaluated
soil and groundwater conditions, and potential health concerns at the subject Site resulting from an unauthorized release of
(gasoline, diesel, etc.)from an underground storage tank (UST) system. The unauthorized release from the UST system was
discovered in November 1997 when the USTs, product dispensers, and associated product piping were removed from the site
during a facility upgrade. At the current time there is not an active UST system on the Site.
Soil and groundwater investigations were conducted from July 1998 to January 2009, to characterize impacted soil and/or
groundwater, and Cardno ATC determined the extent to which the petroleum hydrocarbons have impacted soil and
groundwater. The impacted soil was limited to the general vicinity of the former USTs on-site. The impacted groundwater
historically extended off-site approximately 80 feet north. In November 1997, impacted soil was excavated from beneath the
USTs and impacted groundwater was extracted from the UST excavation. Dual phase extraction, soil vapor extraction, and
ozone sparging was conducted to remediate the soil and groundwater at this site. Cardno ATC estimates that approximately
8,400 pounds of contaminants have been removed from the site through active remediation. Potential negative effects of the
residual contamination on human health and the environment were evaluated by Cardno ATC, and found to be negligible. The
site characteristics pass the Low-Threat Underground Storage Tank Case Closure Policy (LTCP) criteria recently adopted by
the State Water Resources Control Board (SWRCB). On the basis of groundwater monitoring and the site characterizations
passing the LTCP criteria, and the recommendation of Cardno ATC the SJCEHD has concluded that the Site status is
protective of the environment and human health for current and future Site use and for adjacent off-site areas.
The SJCEHD will submit Case Closure Summary to the California Region Water Quality Control Board (CRWQCB). Once the
SJCEHD receives and responds to the comment from CRWQCB and has addressed all public comments received, the
SJCEHD anticipates issuing a No Further Action Required letter for the subject Site.
WHERE TO GET MORE INFORMATION
Site information can be obtained from the GeoTracker website at hftp://geotracker.waterboards.ra.gov/.
