SECOR <br /> f 1 1 International Incorporated <br /> I <br /> June 26, 2002 02 AIN 2 7 AN 9- 5 6 <br /> Project 77TO 62105 010416 <br /> Mr Ed Ralston <br /> Phillips 66 Company <br /> 1380 Lead Hill Road, Suite 100 �o?' <br /> Roseville, CA <br /> Re Dual-Phase Extraction Summary Report <br /> Tosca Service Station#1205 <br /> 16470 Cambridge Street <br /> Lathrop, California <br /> Dear Mr Ralston <br /> SECOR International Incorporated (SECOR), on behalf of Tosco Corporation, a <br /> subsidiary of Phillips Petroleum Company, has prepared this report to document a five- <br /> day dual-phase extraction (DPE)event that was conducted at the site referenced above <br /> (Figure 1) DPE was performed at the site by SECOR on March 25 through March 29, <br /> 2002 The objectives of the interim remediation/DPE feasibility testing were 1) to <br /> reduce the amount of hydrocarbons in soil and groundwater beneath the site, and 2)to <br /> determine the feasibility of DPE as an applicable technology for remediation at the site <br /> DPE OPERATION <br /> i <br /> Pre-Test Activities <br /> Prior to initiation of field activities, SECOR obtained authorization to perform the DPE <br /> test from San Joaquin County Environmental Health Department (SJCEHD, Attachment <br /> A) SECOR also prepared a site-specific Health and Safety Plan (HASP) The HASP is <br /> required by the Occupational Health and Safety Administration (OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (29 CFR 1910 120), and by <br /> California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous <br /> Waste Operations and Emergency Response" guidelines (CCR Title 8, Section 5192) <br /> The Health and Safety Plan was reviewed by field staff and contractors prior to the <br /> beginning of field operations at the site <br /> DPE Summary <br /> SECOR performed the DPE test at the site from March 25 through 29, 2002 DPE was <br /> performed using a 20-hp liquid nng vacuum pump connected to a H2 011 Recovery <br /> Systems, Inc thermal oxidizer(Therm-ox) unit for treatment of the extracted soil vapor <br /> prior to discharge to the atmosphere DPE tests were performed separately on well MW- <br /> 5 for approximately 4 hours, well MW-6 for approximately 3 1/2hours, well MW-1 for <br /> approximately 5 hours, well MW-2 for approximately 3 hours, well MW-7 for <br /> approximately 2i/z hours, simultaneously on wells MW 5 and MW-6 for approximately <br /> 31, and simultaneously on wells MW-5, MW-6 and MW-7 for approximately 46 hours <br /> 3017 Kilgore Road, Suite 100, Rancho Cordova, CA 95670 916 861 0400 916 861 0430 Fax www secor com <br />
