The GWMR Report describes the installation of nested
monitoring wells MW-20A and MW-20B in the McDonalds parking lot, midway between MW-19A and
MW-19B on the New West service station property and MW-8 at your site. The 4Q2004 Report describes
the quarterly monitoring conducted under CAO No. 5-00-700. My comments are listed below.
GWMR Report: states groundwater from the new well MW-20A is contaminated with MtBE
230 micrograms per Liter (µg/L) in the First Zone (10-30 feet below ground surface (bgs)) and is non-detect
(<0.5 µg/L) in the Second Zone well MW-20B (40-50 feet bgs). Figure 4, a cross section from wells
MW-19A/B to MW-8A/B/C, interprets the data from quarterly monitoring and previous investigations as
evidence of a new release emanating from the New West property. MW-8A, downgradient (south) of wells
MW-19A/B and MW-20A/B,was non-detect for MtBE in nine quarters prior to the first quarter of 2200002'
Since 2002, analyses from MW-8A have consistently reported MtBE (last quarter was 290 µg/L) Analyses
of MW-19A have also consistently reported MtBE on New West property (last quarter was 900
I concur with the conclusions stated in the GWMR Report that there appears to be sufficient evidence to
direct New West to investigate a probable new release from that site. San Joaquin County Environmental
Health Department(SJCEHD) agreed in a conversation on 16 February 2005 to take the lead as regulatory
agency and request an MtBE investigation from New West.
4Q2004 Report: restates the GWMR Report recommendation from above, and includes the following
conclusions and recommendations:
• That "...all prior conditions of Cleanup and Abatement Order (C&A) No. 5-00-700 have been
diligently met... " in that Rocky's Restaurant supply well has been replaced.
• That a 4-month rebound test of the remediation system has not shown significant increases in onsite
groundwater contamination.
• Consideration for closure include a groundwater model with a fate and transport evaluation of the
remaining contamination.
California Environmental Protection Agency
0 Recycled Paper
