The requirements of Article 5.5 of this Chapter and Chapter 6, with the exception of Article 8.5, Chapter 6, shall not apply to "collection" as long as the following conditions are met: (1) Containers shall be kept closed except while loading and unloading. (2) Containers shall be kept locked when not being loaded or unloaded unless unauthorized access is controlled pursuant to section 17352 of this Article. He parks his trucks at 2420 S California St, Stockton 95206. He had one of his three hauler trucks available for inspection. I will go back and inspect the remaining trucks when he is not using them. He had approximately 2700 waste tires onsite in three 53 foot trailers and the hauler truck. These tires are in the "collection process" and he does not need a waste tire 8/24/2005
