I've come across another issue that crosses our county lines. At an inspection at a Big O
Tires facility in Elk Grove [Grant Gunnell Enterprises#34 DBA: Big O Tires TPID 1034943-01], 1 found
that they had all of their paperwork in order, but that none of the EDT manifests are being sent to the
state by the hauler.
The paperwork was all from Lakin Tire West (Hauler TPID #1000659) but the stamp for hauler info
shows MLTR Tire out of Stockton.
MLTR Co: 1053 Boardwalk Dr Stockton CA 95206 (209) 982-9408 TPID
1299895-01
Lakin Tire West: 15305 Spring Ave Santa Fe Springs, CA 90670 (562) 802-2852 TPID 1000659-
01
Most of the paperwork did not have the EDT manifest#filled out (3 out of 38 did), but even those
showing one are not showing up in the CTL history in the CIWMB database.
I called Lakin Tire West Wednesday to talk to the contact and let them know of this issue that I found,
but was transferred to voice mail after identifying myself. I left a message with Debbie Vincent [(562)
802-2752] detailing the issue and that I am hoping to find out if MLTR is a subcontractor for them, and if
so, who is responsible for sending in their manifests — MLTR or LTW. I made it clear that I was just
trying to sort out the situation so that the paperwork issue can be resolved by sending in the copies and
that things are done correctly, however I have not received a call back so far.
I saw that Garrett was out there on April 6 2006, but I was hoping you (or Garrett) could visit them
again to find out what they're doing with their copies of the manifests. It's possible that only the
paperwork from this facility is not being sent in, but that seems suspect to me. I am also wondering why
they are using LTW info instead of MLTR info, as MLTR is a registered hauler.
I've attached a spreadsheet of dates of pickups from the last year from Big O Tires. For the manifests
that did not have a manifest #written on them I wrote down the Truck Decal #. The grey highlighted
cells are the 3 that did have a manifest number written on them. The info was copied as of Sept 19,
2007, however the inspection was completed at an earlier date. I went back to make sure I had all of
the recent pickup information, however I didn't go back farther into 2006 than December.
Thanks a lot!
Mike Simpson
Environmental Compliance Technician
Sacramento County Environmental Management Dept
8475 Jackson Rd, Ste 230 Sacramento,CA 95826
9/21/2007
