SITE CONTAMINATION WORK PLAN <br /> HOTCHKISS MORTUARY <br /> 5 West Highland Avenue <br /> Tracy,California <br /> 1.0 INTRODUCTION <br /> This work plan has been prepared by Upgradient Environmental Consultants on behalf of Hotchkiss <br /> Mortuary under contract #97012. The purpose of the work plan is to specify the equipment and <br /> procedures that will be used to investigate the subsurface extent of gasoline hydrocarbons in the soil <br /> and/or groundwater beneath the mortuary property located at 5 W. Highland Ave. in Tracy (Figure <br /> 1). The investigation was requested by the San Joaquin County Public Health Services Agency, <br /> Environmental Health Division (PHS/EHD), in written communication to Hotchkiss Mortuary on <br /> April 17, 1997. Under the authority of the Central Valley Regional Water Quality Control Board, <br /> regulatory oversight for the investigation has been assigned to PHS/EHD and the site has been <br /> placed in its Local Oversight Program. <br /> 2.0 BACKGROUND <br /> It is our understanding that a 525-gallon underground storage tank(UST) was removed on June 19, <br /> 1990 from the Hotchkiss Mortuary property (Figure 2). The mortuary used the UST to store <br /> gasoline for company vehicles. The removal was performed by Crisp Tank Testing and witnessed <br /> by personnel from PHS/EHD and the Tracy Rural Fire Department. One soil sample was collected <br /> and analyzed by FGL Environmental Laboratories for total petroleum hydrocarbons as gasoline <br /> (TPH-g), ethylene dibromide (EDB), organic lead (Pb), and benzene, toluene, ethylbenzene, and <br /> xylene (BTEX). Neither EDB nor Pb were detected, but TPH-g was detected at a concentration of <br /> 300 mg/kg and BTEX compounds were detected at up to 3 mg/kg. The property was therefore <br /> placed on the county's contaminated site list,but no further investigation was requested at that time. <br /> The excavation was backfilled and the UST was not replaced. <br /> PHS/EHD has now directed Hotchkiss Mortuary to submit a work plan to investigate the extent of <br /> the contamination that was detected in 1990. The proposed scope of work is described in the next <br /> section. <br /> 3.0 SCOPE OF WORK <br /> Hotchkiss Mortuary proposes to drill a boring through the former tank cavity to the soil-water <br /> interface. The depth to water is presently estimated to be between 8 and 15 feet. A gasoline- <br /> powered Beaver post-hole digger equipped with 3-inch-diameter hollow-stem augers will be used. <br /> Soil samples will be collected through the augers in a stainless-steel sleeve sampler lined with 2- <br /> foot-long clear plastic liners. Samples will be collected at 5-foot intervals, beginning at 5 feet, until <br /> groundwater is reached. A groundwater sample will be collected by lowering a plastic bailer <br />
