K L E I N PE L D ER <br /> ATTACHMENT A <br /> SCOPE OF WORK <br /> Workplan <br /> Limited Soil and Groundwater Assessment <br /> Petroleum Pipeline Spill <br /> 23577 Mountainhouse Parkway <br /> Mountainhouse, California <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this workplan to Charlie Spatafore. This Workplan was <br /> developed based upon our current understanding of site conditions and correspondence with Mr. <br /> Lee Hedgepeth, Esq. of Curtis and Arata (legal council for Mr. Kagehiro Ranch, Inc. and Allied <br /> Insurance), Mr. Jim Brake of Geocon Consultants Inc. (Environmental Consultant for Curtis and <br /> Arata), Mr. Robert Shultz of Cambria Environmental (Environmental Consultant for Chevron <br /> Pipeline Company) and Mr. Michael Clevenger of Pegasus MH Ventures I (Land Developer) and <br /> is a preliminary understanding of the above referenced parties desires. <br /> Kleinfelder is committed to providing quality service to its clients, commensurate with their <br /> wants, needs and desired level of risk. If a portion of this workplan does not meet the needs of <br /> the client, or if those needs have changed, Kleinfelder will consider appropriate modifications, <br /> subject to the standards of care to which we adhere as professionals. Modifications such as <br /> changes in scope, methodology, scheduling, and contract terms may result in changes to the risks <br /> assumed by the client as well as adjustments to our fees. <br /> BACKGROUND <br /> Kleinfelder conducted a Phase I Environmental Assessment (File No. 21073.P01) dated <br /> November 12, 2002. During the Phase I ESA an interview was conducted with Mr. Larry <br /> Whitehead of Chevron. According to Mr. Whitehead, "a product pipeline runs through the <br /> southwestern portion of the site. To the best of his knowledge, the pipeline is an 18-inch crude <br /> oil pipeline. Mr. Whitehead stated "that there were no reported incidents involving ruptures or <br /> leakage for the pipeline." Mr. Whitehead also stated that there are two Pacific Gas and Electric <br /> (PG&E) natural gas pipelines trending through the site." The subject site consists of agricultural <br /> farm property. <br /> Kleinfelder's understands a petroleum pipeline ruptured on December 6, 2003 releasing an �0 <br /> estimated 750 barrels of crude oil to site soil (approximately 31,500 gallons) from an 18-inch- <br /> diameter Chevron pipeline that carries crude oil from oil fields near Bakersfield to refineries in -0 <br /> the Bay Area. Chevron has estimated that approximately 400 barrels were recovered (16,800 <br /> gallons) and that approximately 350 barrels still remain in onsite soil at the site (14,700 gallons). <br /> Based upon a visual surveying of surface contamination, conducted by Kleinfelder and Siegfried <br /> Engineering, Inc. the area of impacted soil has been estimated to encompass approximately 2.2 <br /> acres, extending north, east, west, and south of the pipeline location.
