Lcon EneRGY
ASSOCIATES
IN PARTNERSHIP WITH THE ENVIRONMENT
15 NOVEMBER, IY91
MR. CHARLES HUNT, REHS
SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DIVISION
P.O. Box 2009
STOCKTON, CALIFORNIA 95201
DEAR MR. HUNT,
IN RE: 221 CARDINAL AVENUE, STOCKTON, CALIFORNIA
PURSUANT TO OUR DISCUSSION, ATTACHED ARE RESULTS OF SOILS ANALYSIS AT
THIS SITE AS A RESULT OF CONTUING REMEDIAL ACTIONS AT THE REQUEST OF OUR
CLIENT, BANK OF STOCKTON. AS YOU RECALL, A SITE INSPECTION RESULTED IN OUR
BRINGING SEQUOIAS MOBILE LABORATORY ON SITE FOR WHICH ANALYTICAL DATA OF
18 SEPTEMBER, 1991 IS ATTACHED.
OUR CLIENT AUTHORIZED US TO PROCEED AND EXCAVATE WHEREIN ADDITIONAL
SAMPLING WAS DONE AND SOILS SAMPLED, WITH YOU PRESENT, ON 7 OCTOBER, 1991.
ALTHOUGH SIGNIFICANT TPH LEVELS WERE REVEALED, ALL BTX&E RESULTS WERE ALL
NEGATIVE,, FURTHER, THE HIGH LEVELS OF DIESEL WERE DISCOVERED AT ONE SECTION
OF THE LONG TRENCH EXCAVATION.
YOU THEN INFORMED ME THAT SAN JOAQUIN COUNTY HAD NO FURTHER INTEREST
IN THIS SITE REMEDIATION NOW UNDERWAY AND THAT THIS FILE WOULD BE TURNED
OVER TO THE CALIFORNIA DEPARTMENT OF HEALTH SERVICES AND STATE WATER RESOURCES
CONTROL BOARD. YOU SUGGESTED THAT WE CONTACT ONE OR BOTH OF THESE AGENCIES
FOR FURTHER DIRECTION.
I INDICATED TO MY CLIENT THAT I FELT IT IN THEIR BEST INTERESTS TO
PROCEED AND ATTEMPT TO EFFECTUATE THE CLEANUP OF THIS SITE IN ORDER THAT
THEY HAVE A MARKETABLE PROPERTY. 1 FELT THAT WE HAD SIMPLY BEEN SHUFFLED
FROM ONE BUREAUCRACY TO ANOTHER AND WAITING FOR THE STATE OF CALIFORN,I,A TO
REVIEW THIS FILE MAY NOT HAPPEN IN OUR LIFETIME. FOR THAT REASON, WE HAVE
PROCEEDED TO WHAT WE FEEL IS COMPLETION OF THIS CLEANUP, ALL RESULTS FROM
THE 7 OCTOBER, 91 TESTING OF BIX&E ARE "OD. THE LAST SET OF SAMPLES TAKEN
ON / NOVEMBER, 91 FOR TPH ARE ALL SID EXCEPT FOR ONE SMALL SPOT WHICH INDICATES
56 PPM. THIS IS WELL BELOW REGULATORY LEVELS AND WE FEEL MEETS ALL THE LOFT
REQUIREMENTS FOR CLOSURE.
WE VERY MUCH APPRECIATED YOUR BEING ON SITE FOR THE 7 OCTOBER, 91 SAMPLING
P.O. Box 1257 • Stockton, California 95201 • Number One, Port Road 21, Port of Stockton • Stockton, California 95203
(209) 463-7108 • FAX (209) 463-2712
