%e <br /> CARDINAL AVENUE/BANK OF STOCKTON <br /> REMEDIAL ACTION REPORT <br /> 221 Cardinal Avenue <br /> Stockton, California <br /> INTRODUCTION <br /> Geological Audit Services, Inc. (GeoAudit) has been retained by the <br /> Bank of Stockton to prepare a Remedial Action Report for the <br /> property at 221 Cardinal Avenue, Stockton, California. The scope of <br /> work includes compiling and evaluating analytical data on soil <br /> samples from the mitigative project on the site. <br /> BACKGROUND <br /> The property is approximately 1.8 acres in size (see Figure 1 - <br /> Location Map) . A single 5, 000 square foot metal building is present <br /> on the eastern portion of the property. The site is currently <br /> vacant, but was previously occupied by Cordoza Trucking Company <br /> until 1991. <br /> In November of 1990, three underground storage tanks were removed <br /> from the referenced site: one 12, 000 gallon steel tank and two <br /> 6, 000 gallon fiberglass tanks. All three tanks contained diesel <br /> fuel. <br /> r <br /> Under the direction of the San Joaquin County Public Health <br /> Services - Environmental Health Department (SJEHD) soil samples <br /> were collected from the tank excavation in accordance with LUFT <br /> guidelines. The samples were collected by ETS Environmental & <br /> Associates of Turlock and transmitted to GeoAnalytical Laboratories <br /> in Modesto. The samples were analyzed for total petroleum <br /> hydrocarbons (TPH as diesel) and volatile aromatics (BTE&X) in <br /> accordance with EPA methods 8015m and 8020. The sample results are <br /> included in Appendix A. <br /> According to the ETS report, one above ground diesel tank and two <br /> above ground waste oil tanks were located on the property. The <br /> diesel tank was located in the northwest portion of the property. <br /> The waste oil tanks were located adjacent to the east side of the <br /> building (see Figure 2 - Site Plan) . The tanks no longer exist on <br /> the site and no records of removal of the tanks were available in <br /> the SJEHD file for this property. <br /> On 18 September 1991 an unauthorized release of hydrocarbons was <br /> discovered on the property at 221 Cardinal Avenue. After the <br /> discovery of the contamination, a representative of the Bank of <br /> Stockton contacted Falcon Energy to proceed with the containment <br /> and clean-up of the contaminated area.
