reptember2007 • • pa t—i r Inc <br /> roject No. 0701-2621 EIWRO RS.SLSCIS® Exnxox.... eciexmre1.0 INTRODUCTION <br /> 1.1 PURPOSE AND OBJECTIVES <br /> The purpose of this Technical Work Plan (TWP) is to present the field procedures and <br /> ' protocols to be utilized during preliminary soil assessment activities planned within the Stockton <br /> Terminal & Eastern (ST&E) right-of-way (ROW) of the Cardinal Avenue crossing in Stockton, <br /> San Joaquin County, California. The location of the Project Site is illustrated on Plate 1-Site <br /> ' Location Map. <br /> The objective of the preliminary soil assessment program is to assess soil within the <br /> ' railroad ROW that is planned to be excavated for the potential presence of contaminants <br /> associated with the operation/maintenance of railroads and rail cars. This will allow for the <br /> proper management of soil, including notification to contractors so that proper worker safety <br /> ' precautions can be implemented prior to and during planned improvement activities. <br /> The following activities are designed to meet the project objectives: <br /> ' 1. Preparation of a Technical Work Plan (TWP)/site-specific Health and Safety Plan <br /> (HSP) prior to implementation of the soil assessment program; <br /> 1 2. Completion of a pre-assessment site visit to position and demarcate the <br /> proposed drill hole locations prior to notifying Underground Service Alert (USA) <br /> for clearance of potential underground utilities; <br /> 3. Advance five drill holes to depths of approximately 10 feet, or the depth at which <br /> ' practical refusal is encountered, whichever occurs first, to facilitate the collection <br /> of soil samples for chemical analyses; <br /> ' 4. Chemical analyses of one soil sample (surface) per drill hole (5 soil samples) for <br /> the presence of total petroleum hydrocarbons (TPH) using U.S. EPA method <br /> 8015 modified (with carbon chain breakdown), organochlorine pesticides using <br /> ' U.S. EPA method 8081A, creosols using U.S. EPA method 8270C, and CAM 17 <br /> metals using U.S. EPA method 6000/7000 series. <br /> ' 5. Preparation of an assessment report detailing the field methodologies utilized, <br /> summarizing the chemical analytical results, and presenting Padre's conclusions <br /> and/or recommendations for the Site. <br /> ' w.nst. wv.aa ' <br /> - 1 - <br />
