(Bureau Veritas) is pleased to present this workplan to <br /> the San Joaquin County Environmental Health Department(EHD)on behalf of Evergreen Devoo, Inc. to <br /> conduct a limited subsurface investigation (LSI) at the above-referenced subject property. This proposal <br /> is based on information presented in Bureau Veritas' Phase 1 Environmental Site Assessment(ESA) <br /> (project number 99008-008073.01, dated March 17, 2008). <br /> 1.0 INTRODUCTION <br /> The LSI scope of work was developed based on a review of the Phase I ESA that was conducted at the <br /> subject property. The subject property as shown on the attached Figure 1, includes an approximately <br /> 14,000-square foot portion of the central section of a larger 12.93-acre parcel of vacant land that is <br /> located in a commercial and residential setting. The subject parcel (APN 164-220-01) is owned by LBUL- <br /> Suncal Weston LLC, of Irvine, California. The subject property and larger parcel were depicted as vacant <br /> land on a 1913 topographic map. Aerial photographs show the subject property being used for orchards <br /> and row crops from 1957 through 1982, and as vacant land from 1993 to the present. <br /> The purpose of the scope of work was to evaluate the following recognized environmental condition <br /> (REC) that was identified in the Phase I ESA: <br /> • North Adjoining Former Landfill—An inactive landfill is present immediately north of the parcel of <br /> which the subject property is a portion (approximately 1,000 feet north of the subject property's <br /> northernmost boundary). The landfill is unlined and accepted municipal waste beginning in the <br /> 1920s or 30s, and later accepted landscape waste, until 2006, when it became inactive. The landfill <br /> is in post-closure monitoring mode, which is a standard 30-year process for landfill closure. Low <br /> concentrations of Freon 12 have been detected in soil vapor at monitoring points approximately 50 <br /> and 100 feet from the subject property; the maximum concentration detected was 0.78 parts per <br /> billion. The RWQCB expects the current low concentrations of VOCs in groundwater and soil vapor <br /> to continue to decline; however, it is known to be difficult to predict the future behavior of landfill <br /> leachate and soil vapor. Mr. Atkinson indicated that the French Camp Slough waterway appeared to <br /> be acting as a barrier to the spread of the currently detected low concentrations of groundwater <br /> contamination; however it may not act as a barrier to the spread of soil vapor issues.
