Center St. <br /> Stockton, CA 95201 <br /> Recent correspondence submitted by Engineering-Science, Inc. has been reviewed <br /> by Public Health Services, Environmental Health Division (PHS-EHD) and staff <br /> comments are presented here. <br /> Once again incorrect detection limits have been utilized in the water analysis <br /> of Total Petroleum Hydrocarbons as Diesel (TPH-D) and as such cannot be <br /> accepted as a valid report for this site's minimum monitoring requirements. <br /> As explained in correspondence dated March 11, 1992 and July 28, 1992 and in <br /> the meeting on June 24,1993 and lastly on January 26, 1994, only detections <br /> limits of 0.05 mg/l or 50 ug/1 will be accepted as valid for TPH-D groundwater <br /> analysis. This currently received semi-annual report listed TPH-D detections <br /> limits at 0.1 mg/l. <br /> As directed in PHS-EHD correspondence January 26, 1994, a resampling of the <br /> three wells for TPH-D was to be scheduled immediately. This directive has not <br /> been complied with. Instead, adjusted analytical data was submitted on July <br /> 11, 1994 for the December 1993 sampling event and indicated that required <br /> detection limits for TPH-D have been obtained. <br /> Groundwater monitoring retorts received at PHS-EHD in the future not utilizing <br /> correct detection limits for all analyses will be returned unreviewed and <br /> considered invalid. <br /> Since TPH-D has been detected in MW-3 on June 7, 1994, PHS-EHD is concerned <br /> that rising groundwater levels may have been impacted by contaminated soils on <br /> site. In order to maintain current subsurface conditions, PHS-EHD hereby <br /> rescinds the recently approved semi-annual monitoring status and will require <br /> quarterly sampling to be reinstated immediately, starting this third quarter, <br /> 1994, for July, August, and September. <br /> A groundwater resampling for the incomplete June 6, 1994 event shall be <br /> conducted during August 1994. PHS-EHD will be obtaining ,split samples' at <br /> this next required sampling event and will have an independent DHS certified <br /> laboratory analyze groundwater samples. Costs accrued for this procedure will <br /> be forwarded to the responsible party for this site. <br /> Please call Michael Infurra at (209) 468-3454 immediately to schedule all <br /> required field activities. <br /> Continued failure to comply with current directives will result in formal <br /> actions and could jeopardize this site's eligibility to receive reimbursement <br /> under the UST Clean Up Fund. <br /> A Di,i-�ion of San Joaquin County Health Care Services <br />
