Tom Portele <br /> Page 2 <br /> Detection limits for TPH-D in this report utilized 0.5 mg/I from SPL Environmental Laboratory, <br /> Houston, Texas and therefore is unacceptable. PHS-EHD will require a TPH-D re-sampling event <br /> immediately utilizing correct detection limits. <br /> The three monitoring wells currently onsite are being monitored and sampled twice a year with <br /> reports due at PHS-EHD thirty (30) days following each sampling event. According to this last bi- <br /> annual report, this program will continue through 1994 and based upon data obtained, conclusions <br /> will be reached as to whether or not further action is required. Only reports accepted by PHS-EHD <br /> can be utilized as supporting evidence for groundwater closure. Since further soil investigation is <br /> required, the monitoring wells must remain on site and on an "active" monitoring status past 1994. <br /> Pursuant to California Code of Regulations, Title 23 Waters, Division 3, Chapter 16, Article 11, <br /> Section 2725, "the soil and water investigation phase shall include the collection and analysis of <br /> data necessary to assess the nature and vertical and lateral extent of the unauthorized release and <br /> to determine a cost-effective method of cleanup". <br /> Until a cost-effective method of cleanup has been proposed and approved, PHS-EHD cannot <br /> consider this site eligible for site certification (closure). <br /> PHS-EHD hereby directs you to maintain a bi-annual sampling program on the three (3) <br /> groundwater monitoring wells, submit accurate and complete reports, and to continue to <br /> investigate all areas of soil around the removed UGT and its associated piping. <br /> Failure to comply with directives issued by PHS-EHD may jeopardize this sites eligibility to receive <br /> funding under the State Clean-Up Fund and result in formal action. <br /> Please direct your questions, submittals, and requests for witnessed site activities to Michael <br /> Infurna, Senior RENS, at (209) 468-3454. <br /> Ernest M.
