Of particular importance was the seasonal high groundwater
depth of 25 feet below ground surface. In addition, the depth of 45 feet was important to determine the vertical
extent.
Based on this re-evaluation, PHS-EHD approves the "Work Plan for Offsite Assessment" and will issue the
required boring permit after processing an application and $89 fee. Please include a copy of the encroachment
permit issued by the City of Stockton when you submit the fee and application.
Upon completion of your investigative phase, separate depth iso-concentration maps are to be included within the
Corrective Action Plan. These maps shall show similar concentrations of contamination and "zero" lines for 25
and 45 feet below grade through out the entire site and offsite, if detectable. Rationale for the preference of one
tested remedial technique over another is to be included also. Please include costs estimates for both alternatives.
After the completion of the remedial phase, PHS-EHD will require soil samples from confirmation borings from
selected areas around the site. If these soil samples can confirm that the selected remedial action was successful,
PHS-EHD will accept and evaluate a request for closure.
Please contact Michael Infurna at (209) 468-3454 should you have any questions or to schedule appointments for
all field work.
Donna Heran, RENS, Director
Environmental Health Division
Michael Infurna, Senior REHS Diane M.
