Center St.
Stockton, CA 952011
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the
recently submitted"Supplemental Site Assessment Report"dated March 1993 prepared by Engineering-Science
and has the following comments.
Soil borings (B-3, B-4, B-5, and B-6) sampled and analyzed for Total Petroleum Hydrocarbons as Diesel
(TPHD) and Benzene, Toluene, Ethylbenzene, and Xylene (BTEX) confirm no soil contamination exists at
LUFT detection limits in the ground northeast, east and southeast of the tank pit at depths of 39-41 feet and
44-46 feet below grade only.
PHS/EHD does not agree with conclusions that these borings were successful in defining the vertical and
horizontal extent of subsurface soil contamination.
In order to accurately define the extent and concentration of the soil contamination that still exists at the
previous sampled locations (T-1, T-2, P-2, P-3, P-4, P-5, B-1 and B-2) future subsurface investigation shall
include an adequate number of analyzed samples at consecutive five(5) foot depths from all quadrants around
these sources.
Once the size and contamination level of the soil still in place on site is determined, PHS/EHD will be
prepared to review and evaluate any proposal for remediation.
Any contaminated soil proposed to be left in place shall be evaluated by using the LUFT manual and the Tri
Regional Guidelines. Depth to seasonal high groundwater, according to San Joaquin County Flood Control
map, Spring 1986, is 20 feet below ground surface. This depth to groundwater will be used to evaluate if
contaminated soil left in place may impact groundwater in the future.
Please direct your inquires to Michael Infurna, Senior REHS, of my staff at (209) 468-3454.
Jogi Khanna, , M.P.H.
Health Offi r
AeG/i✓h 1
Laurie A- Cotulla, REHS, Program Manager
'Environmental Health Division
LAC/MI:Ib
c: Engineering-Science c: SWRCB - Susan Phillips
c: CVRWQCB - Elizabeth Thayer
A Division of San Joaquin County Health Care Services
