129 East Center Street
' Manteca, California
' Phase II Underground Tank Investigation
' 1.0 Project Identification
This project has been developed to investigate a former underground storage tank facility
on the property located at 129 East Center Street in Manteca, California (Figure 1). This
Phase II Work Plan is the result of information disclosed during a Phase I Historical
' Environmental Audit. The investigation will help determine if gasoline contamination
exists in the vicinity of the former underground storage tank and dispenser.
' 2.0 Site Description and History
' The subject property was first developed in 1947 by Mr. Frank Fiore who built a small
block building on the corner of Grant and Center Street to house his plumbing supply
' business. The comer was purchased in 1949 by Davis Hellman Chevrolet and was used as
a Chevrolet dealership from 1949 through 1959, where they performed automobile repair
on the site in a metal building on the West side of the site. Subsequent use of the site has
' been for a retail tire store operated by Mr. Fiore in a metal structure that has since been
removed. The original block building and the additional office building that was added in
1979 have been occupied by various tenants.
Interviews with Mr. Frank Fiore revealed that he had a gasoline tank on the property
during the time that the tire store was in operation. Mr. Fiore stated that the tank was
' removed when the building demolition occurred.
The subject property has soils that are known as Delhi fine sands. Groundwater is
' estimated to be approximately 35 feet from the ground surface, and the regional
groundwater flow direction is to the northeast. Depth to groundwater and gradient
information is based on information obtained from the San Joaquin County Environmental
' Health Department and the California Department of water Resources records, maintained
in the Health Department offices. The site may be contaminated with hazardous materials
or impacted by hazardous materials released from the former fuel tank that was once on
' the property.
1
