On November 20, 1986, I was at the
Stockton facility for the soil sampling performed in the oily
sludge area. This area is next to the south yard close to the
entrance to the north yard. A map of this area is enclosed. As
of this date a trench was excavated, approximately 40 feet in
length and 5 feet across. Gregory Fletcher, of Kleinfelder, took
five soil samples. Three will be analyzed immediately, one will
be held pending the initial results, and one will be held pending
further soil excavation. If more soil is excavated from the face
of the trench, a new sample will be taken by Kleinfelder and
submitted, otherwise the sample being held will be submitted for
analysis.
There are several areas of dark, oily appearing soil still
visible in the excavation area. If sample analysis indicates
that there is still contamination in this area, Marley must
submit a cleanup plan for further work.
The following analyses are being requested for the above
mentioned soil samples: heavy metals, oil and grease,
extractable organics, total hydrocarbons and PCBs. In my note to
Tom Peterson, total hydrocarbon analysis was omitted, in error.
I have requested that the trenched area be cordoned off, to keep
unauthorized people from entering the area.
If you have any questions, please call me at (916) 739-3995.
Sincerely,
Maouch
Waste Management Engineer
MAR: jka
Enclosures
