Considerable difficulties were experienced with regard to the placement of S68 due to the <br /> location of water and electrical conduits. Efforts were initiated to obtain a City of Stockton <br /> encroachment permit; however, it was determined that a boring on site should be attempted first. <br /> On November 30, 1995, S66 and monitoring well, MW7 were drilled and sampled. Due to the <br /> significant soil and groundwater contamination which were encountered during the drilling of MW7, <br /> great efforts were made to arrange for the investigation to continue downgradient with Caltrans <br /> extending the encroachment permit to include an additional boring. Further attempts to drill S88 on <br /> site, proved unsuccessful due to auger refusal. <br /> Unfortunately, significant contamination was detected during the December 1, 1995 drilling and <br /> sampling of S69 and it was decided to complete MW7 as a monitoring well. It became evident that <br /> additional investigation was required, off site as well as within City of Stockton right of way. <br /> PHS/EHD appreciates your recent efforts to comply with PHS/EHD directives. Pursuant to our <br /> telephone conversation on December 1, 1995, PHS/EHD expects that the additional investigation <br /> required will be completed prior to May 1, 1996.
