Clearly, insufficient information is available to evaluate the <br /> distribution of oxygenates within the soil on the site. <br /> As you are aware, boring logs become part of the site's historical record at PHS/EHD and the Central Valley <br /> Regional Water Quality Control Board(CVRWQCB). Also,these boring logs are typically submitted to the <br /> Department of Water Resources on behalf of the drilling contractor as required by state law. Please note, <br /> that MW9 was not drilled by Spectrum but instead was drilled by Mitchell Drilling Environmental. <br /> The report included a work plan to continue the off site investigation with the installation of two monitoring <br /> wells downgradient of MW8 which'was recently installed and which evidenced groundwater contamination, <br /> the advancement of a hydropunch boring location downgradient of MW8, and the installation of a <br /> monitoring well cross gradient of MW2. PHS/EHD concurs that extent of the migration of the groundwater <br /> plume off site had not been determined and requires additional investigation. <br /> PHS/EHD must reiterate the seriousness of the contamination which has been evidenced and the time during <br /> which it has taken to define the extent of contamination. Please submit an addendum to this work plan <br /> which includes a scope of work which will define the vertical and horizontal extent of the soil and <br /> groundwater contamination which resulted from Chevron's operation of underground storage tanks at this <br /> site. The work plan addendum should also propose the construction details of the off site wells and any <br /> remediation wells which may be necessary to perform feasibility testing so that a corrective action plan can <br /> be prepared.
