PHS/EHD directed Chevron since 1990 to define the extent of the soil and <br /> groundwater contamination resulting from the operation of underground storage tanks. On July 11, 1997, <br /> PHS/EHD issued two drilling permits to install an on site soil boring at Chevron's request and to install an <br /> off site monitoring well in the location Chevron selected which hopefully would have defined the <br /> downgradient contaminant plume boundary. The proposed work did not include the installation of any <br /> remediation wells necessary to perform feasibility analysis so that a corrective action plan could be <br /> prepared. On August 1, 1997,the field work was scheduled by Chevron's consultant Pacific Environmental <br /> for August 8, 1997. On August 8, 1997, after a field visit had been made and no drill rig observed, Pacific <br /> Environmental left a telephone message indicating that drilling had been postponed. <br /> There has been no further communication regarding the site or the scheduling of the proposed field work. <br /> Field work must be scheduled to complete the investigation by October 5, 1997,in order to avoid <br /> further enforcement action.
