139 Center Street <br /> Page 2 <br /> The historic record indicates that Chevron has submitted minimum scopes of work only after <br /> threat of enforcement actions and that only tentative efforts have been made to comply with <br /> PHS/EHD's directives made pursuant to Title 23, Division 3, Chapter 16, Article 11 of California <br /> Code of Regulations Underground Storage Tank Regulations with authority granted in Chapter <br /> 6.7 of the Health and Safety Code. <br /> Given the size of the known plume, the concentrations in wells now screened below the first <br /> encountered groundwater, and the remaining hydrocarbon contaminated soil which is located <br /> below the first encountered groundwater some active remedial efforts will be necessary. <br /> By April 21 , 1997, Chevron shall submit the following: a map indicating where the <br /> proposed downgradient well and on site soil boring is to be located, an amendment <br /> to the work plan responding to PHS/EHD's directive to initiate feasibility testing of <br /> remedial alternatives including at minimum the installation of two soil vapor <br /> extraction wells and an air sparge well, permit applications and fees along with <br /> encroachment permits. By May 1 , 1997, Chevron should be prepared to implement <br /> the proposed field work, with an installation report submitted within 45 days <br /> following completion of the proposed work. <br /> Once the PHS/EHD permits are issued, please contact PHS/EHD at least two working days prior <br /> to the scheduled field activities, so that PHS/EHD can schedule a field inspection.
