PHS/EHD has the following comments for your consideration. <br /> Thank you for submittal of the above referenced reports pursuant to PHS/EHD correspondence <br /> dated June 17, 1996. Hopefully, this marks the initiation of a more cooperative Chevron stance so <br /> that compliance with underground storage tank regulations is maintained. <br /> As you are aware, PHS/EHD requested in correspondence dated December 13, 1995 that any <br /> additional groundwater monitoring wells be installed by May 1, 1996, in order to define the extent <br /> of downgradient groundwater and residual soil contamination. It must be noted that this schedule <br /> was agreed to by Chevron, prior to issuance of the compliance date. PHS/EHD also indicated that <br /> remedial feasibility studies necessary to evaluate alternatives to reduce soil and groundwater <br /> contamination levels should also be conducted and outlined in the work plan requested. <br /> Until such time as the contaminant plume is reasonably defined, it is not possible to perform an <br /> evaluation of the impacts of soil and groundwater contamination. <br /> Also, since Caltrans permitting is time consuming, PHS/EHD requests that you submit the work plan <br /> to complete the contaminant characterization by September 27, 1996 and include a copy of the <br /> Caltrans encroachment permit application. Please note that this extension represents the third since <br /> December 1995 and that any further extensions may be considered unreasonable and could <br /> represent the appearance of non-compliance.
