Marley Cooling Tower Co. • -2- • 13 April 1989
impoundment does not presently contain any free liquids.
MCTC has submitted a report entitled "Surface Impoundment Closure and Post-Closure Plans"
to the Department of Health Services, the lead agency overseeing the cleanup of hazardous
wastes at this location.
MCTC proposes to remove the contaminated soil from the bottom of the impoundment, treat
it to stabilize chromium, copper, and arsenic, place a double liner with a leachate
collection and return system in the excavation, replace the treated waste above the liner,
and cap the waste and the entire impoundment with an asphalt cap above a clay layer. The
existing berms will be removed during construction of the waste management unit so that
a smooth asphalt surface will remain in place of the surface impoundment. MCTC expects
to complete closure of the surface impoundment in 1989. A public hearing to receive
comments on the closure plan is scheduled for 18 April 1989 in Stockton.
MCTC had committed to submitting an addendum to their incomplete Hydrogeological Assessment
Report (HAR) . Although that specific document has not been submitted it appears that
reports submitted since the HAR have adequately addressed the HAR deficiencies. This
subject is addressed in a current staff memorandum.
Engineering Geologist
