Marley Cooling Tower Co. • -2- • 13 April 1989 <br /> impoundment does not presently contain any free liquids. <br /> MCTC has submitted a report entitled "Surface Impoundment Closure and Post-Closure Plans" <br /> to the Department of Health Services, the lead agency overseeing the cleanup of hazardous <br /> wastes at this location. <br /> MCTC proposes to remove the contaminated soil from the bottom of the impoundment, treat <br /> it to stabilize chromium, copper, and arsenic, place a double liner with a leachate <br /> collection and return system in the excavation, replace the treated waste above the liner, <br /> and cap the waste and the entire impoundment with an asphalt cap above a clay layer. The <br /> existing berms will be removed during construction of the waste management unit so that <br /> a smooth asphalt surface will remain in place of the surface impoundment. MCTC expects <br /> to complete closure of the surface impoundment in 1989. A public hearing to receive <br /> comments on the closure plan is scheduled for 18 April 1989 in Stockton. <br /> MCTC had committed to submitting an addendum to their incomplete Hydrogeological Assessment <br /> Report (HAR) . Although that specific document has not been submitted it appears that <br /> reports submitted since the HAR have adequately addressed the HAR deficiencies.
