STATE OF CALIFORNIA-HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, G.,m ,
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
REGION I Vj .`
4250 POWER INN ROAD
SACRAMENTO,CA 95826
1916)739-3145 _
March 9, 1989
Mr. David Bates
Chief Production Engineer : Ll iQg
The Marley Cooling Tower Company \SPR
5800 Foxridge Drive
Mission KS 66201
Dear Mr. Bates:
TRANSMITTAL OF COMMENTS AND RECOMMENDATION ON THE PHASE IV GROUND
WATER ASSESSMENT REPORT
The Department of Health Services has reviewed the "QUARTERLY
GROUNDWATER MONITORING AND INTERIM RESULTS OF PHASE IV
GROUNDWATER ASSESSMENT" , dated February 2 , 1989 . We are also in
receipt of the Regional Water Quality Control Board' s (Board' s)
letter dated 24 February 1989 transmitting their comments and
recommendations.
The report in general seems to be thorough and was well written.
There are a few issues however which do need to be resolved.
Some of these are addressed in the attached memo from Jim
Austreng, others are addressed in John Tomko' s memo dated 24
February 1989 : Both memos are enclosed.
I do want to emphasize that the Department is very concerned with
the North Yard "mound" . I therefore suggest the MCTC include in
the Phase V work schedule sufficient investigative activities
necessary to determine the origin and consequences (both actual
and potential) of the "mound" .
As for the remaining issues, the Department requests that all
comments and recommendation presented in the attached memos be
incorporated into the detailed Phase V Workplan. Note: The
Department had requested in a February 10, 1989 (certified)
letter to Mr. Verhagen, that a detailed Phase V Workplan be
submitted by March 1, 1989 . Because of recent changes however in
the scope of work and because of our pending meeting scheduled
for March 14, 1989, the Department will extend the Phase V
Workplan submittal deadline to March 20, 1989 .
The Department is looking forward to seeing you on the 14th of
March. We anticipate the need for close coordination between
