•' GEORGE DEUKMEJIAN,Governor
_S7ti7E OF CALIFORNIA 16
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
24 February 1989
Mr. David Bates
Marley Cooling Tower Company
500 Foxridge Drive
Mission, KS 66201
POND CLOSURE PLAN AND COMMENTS ON THE PHASE IV GROUND WATER ASSESSMENT, MARLEY
COOLING TOWER COMPANY, SAN JOAQUIN COUNTY
Regional Board staff have reviewed the "Surface Impoundment Closure and Post-
Closure Plan" , submitted on 6 February 1989, and the "Quarterly Ground Water
Monitoring and Interim Results of Phase IV Ground 'Water Assessment" report,
submitted on 8 February 1989.
The closure and post-closure activities planned for the storm water impoundment
appear to be sufficient to protect ground and surface waters . The Boards
previously unaddressed comments on the-pi sure, transmitted to you in letters
dated 14 June 1988 and 20 December 1988, love been-partially resolved with this
submittal of the Closure Plan revision. The only outstanding comment is that the
Board would like to review the constr-uction plans and technical bid specifications
for the impoundment closure, including the Construction Quality Assurance (CQA)
procedures. The construction plans and specifications should be submitted prior
to the Request for Bids, so that any potential revisions can be made prior to the
release of the documents for bidding.
In addition, the Board requests submittal of all CQA test results, monthly
progress reports, as-built plans and specifcations, ground water monitoring
results, the annual post-closure reports, and any revisions to the Closure and/or
Post-Closure Plans.
Enclosed is a memorandum regarding staff' s review of the Phase IV ground water
assessment report. Please incorporate staff' s recommendations regarding future
ground water assessment activities into your program.
If you have any questions, please contact John Tomko at (916) 361-5670.
GARY A.
