STATE OF CALIFORNIA—HEALTH AND WELFAREAGENCY • GEORGE DEUKMEJIAN, Governor
DEPARTMENT OF HEALTH SERVICES Gl/`
31 EAST CHANNEL STREET, ROOM 270 ,f ` s
STOCKTON, CA 95202
(209) 948-7697
January 4 1 9 tLj
01
Mr. Ed Steffani, General Manager JAN 2 3 1990
Stockton East Water District ENVIRONMENTAL HEALTH
P.O. Box 5157 PERMIT/SERVICES
Stockton, CA 95202
MARLEY COOLING TOWER CO. DISCHARGE
Jeanette Thomas of your staff forwarded information regarding Marley's discharge.
Thomas Hickey of Black & Veatch Engineers-Architects sent you a letter dated
December 18, 1989 in which they proposed an 'option two" of delivering treated
groundwater to one of the raw water storage ponds near the District's treatment plant.
Hickey stated that 'concentrations of chromium, copper and arsenic in the treated
groundwater meet Federal Drinking Water Standards".
As you already know, the maximum contaminant levels (MCL's) for chromium, copper
and arsenic are 50 ug/I, 1000 ug/I and 50 ug/l, respectively, for drinking water. From
the data supplied by Black & Veatch to Jeanette via a letter of January 2, 1990, the
effluent concentrations of chromium exceeded its MCL on 8-23-89, 8-24-89 and 10-18-
89. In addition, the pH on some days was quite low.
All factors considered, the Office of Drinking Water has determined that use of this water
source would be detrimental to the quality of the existing influent sources. The
Department will not permit this source to be used unless the District provides an
operations plan under which the blended influent concentration of these constituents in
the District's treatment plant can be assured to be below the State drinking water
standards. Such a plan will have to be approved by the Office of drinking water prior to
any use of the Marley source.
If you have any further questions, please contact Dave Zuccaro of my staff at (209) 948-
3879.
 >
Carl Lischeske, P.E.
Senior Sanitary Engineer
Office of Drinking Water
,`cc.
