DISCHARGE <br /> Jeanette Thomas of your staff forwarded information regarding Marley's discharge. <br /> Thomas Hickey of Black & Veatch Engineers-Architects sent you a letter dated <br /> December 18, 1989 in which they proposed an 'option two" of delivering treated <br /> groundwater to one of the raw water storage ponds near the District's treatment plant. <br /> Hickey stated that 'concentrations of chromium, copper and arsenic in the treated <br /> groundwater meet Federal Drinking Water Standards". <br /> As you already know, the maximum contaminant levels (MCL's) for chromium, copper <br /> and arsenic are 50 ug/I, 1000 ug/I and 50 ug/l, respectively, for drinking water. From <br /> the data supplied by Black & Veatch to Jeanette via a letter of January 2, 1990, the <br /> effluent concentrations of chromium exceeded its MCL on 8-23-89, 8-24-89 and 10-18- <br /> 89. In addition, the pH on some days was quite low. <br /> All factors considered, the Office of Drinking Water has determined that use of this water <br /> source would be detrimental to the quality of the existing influent sources. The <br /> Department will not permit this source to be used unless the District provides an <br /> operations plan under which the blended influent concentration of these constituents in <br /> the District's treatment plant can be assured to be below the State drinking water <br /> standards.
